1.

I have examined the accompanying Ordinance intituled

An Ordinance to make provision with regard to the effect on certain contracts of certain requirements regulations and restrictions reni- ered necessary by the present war,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2, This Ordinance, which was introduced in consequence of represen- tations made by the Chamber of Commerce, is based on section (2) of the Defence of the Realm (Amendment) No. 2, Act, 1915, 5 & 6 Geo. 5, c.37.

3. The statutory defence introduced by the Ordinance is expressly restricted to (a) contracts to be performed within the colony and (b) proceedings taken within the Colony.
